Summary

Immediately after graduation from university, my interests in foreign affairs and defense studies have led me to work in the Philippine Government through the Office of Civil Defense for nearly three years which eventually brought me to the Anti-Terrorism Council - Program Mangement Center. Being part of the Philippine bureaucracy has given me professional and life-changing insights whereby the safety and security of the people is one of the core mandate of the Philippine Government that must be ensured. Quiet, but reliable with keen observation are what my colleagues have described me.

  • Staff Action Officer to the UN Countering Terrorist Travel Programme (CTTP): Conducted a total of 16 meetings in less than a year to strategically monitor, determine the challenges and way forward, and coordinate with various stakeholders and partner agencies of the CTTP. The Programme is aimed to go live within the second semester of CY 2022;
  • Staff Action Officer to the UN Threat Assessment Model (TAM) for Aviation Security Programme: Implemented Phases 1 (Initial Engagement) and 2 (Needs Evaluation) with intelligence and aviation security partners in collaboration with a team from the UN Office of Counter Terrorism. Currently in the planning stage with the UN Team for the implementation of of Phase 3 (Training and Technical Assistance);
  • National CBRN Team Secretariat: Monitored the CBRN-related accomplishments, challenges and way forward of the 27 Partner Agencies in the Team, coordinated and implemented training invitations with the EU CBRN Centre of Excellence (COE), oversaw the appointment of the next National Focal Point to the EU CBRN COE which required the participation of the Team, and assisted in the drafting of the National Chemical Security Regulatory Framework.

  • Focal person to the Climate Change Commission (CCC). Ensured the commitment of the OCD in submitting to the CCC its compliance relative to the Special Provisions in the General Appropriations Act, and coordinated with concerned divisions in updating the internal planning and budgeting of the OCD in regards to the Climate Change Expenditure Tagging – Quality Assurance and Review (CCET-QAR);
  • Focal person to the Climate Change Adaptation and Mitigation – Disaster Risk Reduction (CCAM-DRR) Cabinet Cluster. Ensured the coordination between relevant divisions that the OCD is committed and aligned with the Risk Resiliency Plan (RRP) of the Cabinet Cluster through the Program Convergence Budgeting (PCB);
  • Focal person and alternate TWG-representative to the Climate Risk Insurance (CRI) of the German International Cooperation (GIZ). Provided technical assistance to the GIZ Team wherein the CRI may be integrated into the local government units' DRRM efforts and initiatives through the Local DRRM Plans;
  • Researched and recommended relevant comments and inputs to the draft documents of other national government agencies and international institutions (i.e. Draft Concept Note of the ASEAN Response Fund, and the ASEAN Regional Forum (ARF) Ha Noi Plan of Action II 2020 to 2025);
  • Endorsed and monitored international or national invitations to relevant regional and central offices;
  • Managed and coordinated with regional counterparts the administrative requirements (i.e. venue, accommodations, budget) for the conduct of the Regional Consultations of the Updating and Review of the National DRRM Plan (NDRRMP) in Luzon, Visayas, and Mindanao;
  • Performed Staff Duty Officer (SDO) functions in the National Disaster Risk Reduction and Management Operations Center (NDRRMOC) (i.e. managing of personnel and equipment, and monitoring for emergencies);
  • Provided technical and secretariat assistance (i.e. preparing the seating arrangement, setting the agenda, documentation of the meetings, updating the directory) to the Full Council Meetings (FCM) of the National DRRM Council (NDRRMC) , National Task Force (NTF) against COVID-19, NDRRMC Prevention and Mitigation Cluster Meeting, and international engagements (e.g. DELSA Launching, and Coordination Meeting with the Embassies of
    Hungary and Czech Republic).

Accomplishments

Established the first Model United Nations Conference in Mindanao, the Xavier University Model United Nations (XUMUN) in 2018. Up to date, the XUMUN is still being implemented that specifically targets International Studies-majors.
