o Provide inputs to the review and formulation of Foreign Exchange (FX) policy proposals Participate in meetings on FX policy proposals;
o Implement/utilize applicable automated processes and computerized systems (e.g., DMFAS) in the processing, monitoring and repots generation of FX transactions
o Review of various applications on borrowings and other FX transactions
o Maintain database on external debt and other accounts falling under the Department's jurisdiction
o Prepare/assist in the preparation of: (a) periodic reports, tables, press releases to MB/Management/other BSP offices/other agencies on external debt and other accounts falling under the Department's jurisdiction; (b) other data/reports that may be required by Management/other parties; and (c) special projects/assignments.
o Provide advisory services to the general public on matters of policy, systems, bogus and spurious transactions and procedures relating to FX transactions;

Financial Market Operations Unit
o Assists higher level officers in
§ Executing transactions relating to domestic foreign exchange and swaps operations;
§ Transmitting documents relating to approved transactions to the Back Office;
§ Maintaining databases and files relating to assigned transactions;
§ Observing measures to ensure compliance of Staff’s activities to policies and guidelines;
§ Formulating/analyzing relevant policies, guidelines, and strategies, as well as reviewing relevant documents;
§ Recommending rates/prices provided to other Staffs;
§ Reporting market developments, strategies and activities to the Assistant Chief Dealer;
§ Coordinating activities with other departments and offices; and
§ Handling other matters concerning the Staff.
o Enhances financial market knowledge by keeping abreast with and sharing knowledge on relevant economic and financial market developments, financial instruments, and policy implementation techniques;
o Liaises with dealing and banking counterparties, and related entities;
o Represents the Department/Bank in various fora relating to domestic foreign exchange operations when higher level officers are not available; and

Money Market Operations Unit
o Responsible for conducting debt paper trading and monetary operations and policies of the Bank through its daily monetary operations under the newly launched Interest Rate Corridor framework and provides timely reports and analysis of domestic money market developments to management;
o Actively participates in the conduct of the auctions for Term Deposits and Overnight RRPs to siphon excess liquidity from the local financial system towards the fulfilment of the BSP’s primary mandate to maintain price stability;
o Conduct and implement the monetary policies of the Bank through its day-to day operations and undertakes Reverse Repurchase Agreements to siphon excess liquidity from the local financial system and promote price stability;
o Involves in measuring the domestic liquidity present in the financial system and values the Bank’s collaterals used for its daily open market operations
o Helps in managing the domestic liquidity by accepting funds from banks, trust entities and the National Government in the Special Deposit Account and the fixed-term deposit facilities;
o Monitors and analyzes the impact of macroeconomic conditions on the financial markets, the level of interest rates and domestic liquidity.
o Evaluates and analyses new/amendments to previously approved small scale foreign financing packages (i.e., foreign/foreign currency loans including intercompany loans and bonds/notes) with derivatives transactions and other similar financing schemes and formulates appropriate recommendations for MB/Management consideration in accordance with laws; and prepares draft of evaluation report with recommendation and implementing letter;
o Analyze applicant’s financial position/debt service capability based on audited, interim and projected financial statements including cash flow projections; calculate financial ratios including the debt service burden, impact on key variables, such as overall debt service ratio, balance of payments; determine if chargeable against loan ceilings using NPV spread sheet;
o Verify completeness of documents; compute the impact of the loan on the balance of payment based on data in the NPV table and analyse the monetary implications of the loan;
o Prepare memorandum to Monetary Board on findings/comments/analyses and recommendations, among others, and corresponding annexes;
o Prepares regular/special tables on foreign borrowings of the public sector including data used in the preparation of BOP reports.

The scope involves mainly on the reconciliation of the accounts receivables, and to a lesser extent contracting customers for collection on past due items whenever possible (mostly via email of through company websites, occasionally direct calls) and providing documentation to customers to facilitate timely customer payments.
* Performs collections on a portfolio with 132 Jiffy Lubes International Fleet Accounts corresponding to approximately US$5M in accounts receivable
* Maintain a quality accounts receivable portfolio with high percent surrent and low past due
* Researches remittance data for information about short payments to fully reconcile accounts receivables
