
• Develop and execute the overall recruitment operations strategy to align with the agency's revenue and growth objectives, particularly regarding international placement volume.
• Build and manage high-performing recruitment teams, implementing standard operating procedures (SOPs) to ensure consistent performance across multiple international markets.
• Monitor, and report on key performance indicators (KPIs) such as time-to-hire, visa approval rates, cost-per-hire, and deployment timelines.
• Manage the operating budget for the department, including staffing and incentives, while ensuring profitability.
• Manage all government-mandated requirements for overseas employment, including job order approvals, company accreditation, contract verification, and documentation.
• Ensure strict adherence to Department of Migrant Workers (DMW) / POEA regulations (if in the Philippines) and local labor laws in host countries.
• Oversee the legal documentation and visa application process for candidates, collaborating with legal partners and foreign clients.
• Supervise the entire lifecycle from sourcing, candidate screening, interviewing, and selection to deployment.
• Manage relationships with external partners, such as sub-agencies, skills assessment centers, medical clinics, and background verification (BGV) partners.
• Set and monitor quality standards across all departments to enhance candidate experience and ensure client satisfaction.
• Act as a key point of contact for foreign principals and clients to understand their hiring requirements and provide updates on deployment status.
• Recruit, train, and mentor recruitment managers and operators, fostering a high-performance culture.
• Work closely with other departments (Finance, HR, Legal) to ensure smooth operations.
• Develop and implement targeted sourcing strategies to find top-tier candidates for overseas roles, utilizing job portals, social networks, and specialized databases.
• Manage the entire hiring process from requisition intake and candidate screening to final offer acceptance, onboarding support, and deployment.
• Conduct in-depth interviews to evaluate technical skills, soft skills, cultural fit, and motivation, ensuring alignment with client requirements.
• Serve as the primary point of contact for foreign clients, providing regular updates on recruitment progress, market insights, and managing expectations regarding candidate availability.
• Ensure all recruitment activities comply with international labor laws, local regulations (e.g., DMW/POEA in the Philippines), and the specific requirements of the host country.
• Negotiate employment terms, compensation packages, and benefits with candidates to achieve high placement rates.
• Guide and support junior recruitment team members, providing coaching on sourcing techniques, interview skills, and best practices.
• Managing the full recruitment cycle, including sourcing, screening, interviewing, and candidate endorsement for foreign clients.
• Conducting initial to assess qualifications, technical skills, and cultural fit.
• Ensuring all hiring processes adhere to local labor regulations and international employment standards. This includes processing necessary documentation, such as overseas employment certificates (OEC) and visa requirements.
• Acting as the intermediary between foreign employers and applicants, handling salary negotiations, contract signing, and expectation management.
• Assisting with document preparation, including passport verification, medical examinations, and facilitating the onboarding deployment of hired workers.
• To find candidates, screen resumes, and conduct initial interviews to assess qualifications against foreign job specifications.
• Ensure all candidate documents (resumes, passports, certificates, NBI clearance) are valid and complete. They must verify qualifications, education, and employment history.
• Assist in the preparation of paperwork for visa applications, work permits, and contracts to comply with the labor laws of the destination country.
• Schedule, coordinate, and facilitate interviews between candidates and foreign employers, often managing different time zones.
• Support selected candidates through the onboarding process, including pre-departure orientation (PDOS), medical examinations, and travel arrangements.
