  • Led Information and Advocacy activities and programs for the OCD, such as the Quarterly Nationwide Simultaneous Earthquake Drills and preparation of the 2021 National Disaster Resilience Month that contributed to the heightened public awareness and engagement related to DRRM.
  • Led Monitoring and Evaluation of OCD Training Program Implementation, addressing training audit concerns with a proactive and detail-oriented approach.
  • Implemented programs to professionalize Disaster Risk Reduction and Management (DRRM) across public, private, and community sectors, showcasing a commitment to elevating standards and fostering resilience.

B. Acting Division Chief of the Department of DRRM Development and Standards Division (DDSD), Policy Development and Planning Service (PDPS) – July 2021 – November 2022

  • Led development of Local DRRM Plan Guidebook and Guidelines.
  • Developed Dam Safety Conceptual Framework to enhance program structure and activated the TWGs and led activities for the Dam Safety Program.
  • Led the Prevention and Mitigation Pillar Secretariat initiatives under the supervision of DOST Secretary and facilitated the approval of the Prevention and Mitigation Thematic Action Plan in the NDRRMC.
  • Strengthened collaborative efforts with global organizations and major partners such as Worldbank, JICA, UNDP, and UNICEF.
  • Co facilitated policy reviews and the movements for the Magna Carta for DRRM Workers and the updates for the Department of Disaster Resilience proposed bill.
  • Delivered program outputs meeting Worldbank's Catastrophe Deferred Drawdown Option (CAT DDO 3) indicators as part of the organizations commitment
  • Led the sucessful delivery and completion of the major output with UNDP on Data Governance Study (DGS) and Digital Readiness Strategy with UNDP and related activities.

c. Concurrent Acting Division Chief of the National Disaster Risk Reduction and Management Training and Research Institute (NDRRM TRI) – July 2021 – November 2022.

  • Facilitated the activation and Interim approval of the Training Institute to operationalize its activities and mandate per RA 10121.
  • Facilitated the approval of the 2022 TIER II Congress-approved Budget worth 131 million budget for the Establishment of the Training Institute in Clark, Pampanga, which mainly include the fund for the Detailed Architectural and Engineering Plan (DAED) worth 113M in partnership with the DPWH and the Equipage for its operations. The approval was supported by a Market Research, and the TOR, including the Schematic Design, Development Design, among others, following the review of its Comprehensive Master Development Plan.
  • Led the execution of the DRRM Trainings to various public and private sectors and other stakeholders as well as providing technical assistance to all sectors across the country.
  • Initiated the development and updating of DRRM training packages; served as a Subject Matter Expert (SME) in various DRRM Trainings and other DRRM related matters, and spearheaded the initiation and development of the Board of Trustees, Accreditation Guidelines and Manual, Research Systems, and initial activities for the NDRRMTRI Education and Training Programs.
  • Co-developed the Original Staffing Pattern (OSSP) for the NDRRMTRI to support the creation of the plantilla positions for the institute.
  • Co led and co facilitated batches of Training Roll Out of the Plansmart Ready to Rebuild Training supported and facilitated by World Bank for the CATDDO 4.

A. Disaster Risk Reduction (DRR) and Climate Integration in Policy, Planning, and Community Mobilization

  • Conducted action planning sessions to enhance disaster resilience for NCR local government units. LDRRMP, CDRA.
  • Facilitated city and community-level Disaster Risk Reduction and Management trainings across multiple locations within Metro Manila, Rizal, Bulacan.
  • Led DRRM and Contingency Planning workshops at local and barangay levels for hazards like flood, earthquake risks.
  • Facilitated action planning sessions to incorporate DRR and climate change activities in the river systems and Water Quality Management Area (WQMA) such as the MANATUTI River System.
  • Assisted diocesan partners and DRRMCs in creating Barangay and LGU-level DRRM strategies such as DRRM and Contingency Plans and DRRM Infrastructure related plans and investments.
  • Managed and executed detailed project plans for DRR management across City and Barangay LGUs.

B. Solid Waste Management (SWM) for SUCCESS, MWRP, and CCBO Projects

  • Organized capacity-building programs to enhance operational efficiency in waste management processes, including the orientation of the RA 9003 and other related policies.
  • Supported local communities in creating effective waste management plans.
  • Facilitated the development of Waste Value Chain Analysis with Barangays and technical groups.
  • Performed Waste Analysis Characterization Study across multiple Barangays.
  • Supported the development and implementation of the SWM-related infrastructure projects, such as the establishment of Materials Recovery Facilities (MRFs), the establishment of trash traps in rivers and tributaries as part of DRR infrastructure support projects, and the building of mangrove nurseries.
  • Supported strategies for livelihood options include the establishment of organized door-to-door waste collectors and capacity building for junk shop owners, with high consideration for women as beneficiaries of the project.
  • Organized regular monthly clean ups in the supported barangays and cities.

C. Co – Investment for Sustainability through Infrastructure Support

  • Collaborated in advancing small-scale disaster risk reduction (DRR) and resilience infrastructure projects by aligning DRR strategies with local development plans.
  • Guided LGUs and partners in drafting pre-construction MOUs and reviewing bills of quantities (BOQs), including their operations and maintenance plans.
  • Some of the small-scale DRR infrastructure projects supported were the installation of Community Howler Sirens for the Early Warning System, the installation of latrines and hand washing facilities, the repair of WASH facilities in identified evacuation centers, the construction and rehabilitation of small canals and drainage systems, the establishment and installation of trash traps in rivers and tributaries, the building of Materials Recovery Facilities (MRFs), and rainwater harvesting projects.

D. Economic Recovery and Market Systems (ERMS) Strategy through Community Led Savings, Microfinancing, and Disaster Resilient Livelihood Options

  • Managed USAID-OFDA-funded projects with emphasis on savings and livelihoods, supervising initiatives in Manila, Rizal, Bulacan, Visayas, and Mindanao.
  • Forged alliances with TESDA, LGUs, and various sectors to enhance microinsurance accessibility, including Public Employment Service Offices and private sectors.
  • Facilitated the establishment of Savings and Internal Lending Communities (SILC), the pooling of Private Service Providers (PSP), and the building of its network to sustain the savings within the community.
  • Developed instructional content for Savings and Livelihood programs, such as financial literacy and microinsurance training.
