• Directs and supervises the programming team in the generation of engineering documents. Performs a rigorous quality assurance review of the outputs created by subordinates, ensuring adherence to the DPWH Standard Specifications and department orders.

• Leads the preparation of the Program of Works (POW) and Approved Budget for the Contract (ABC) for various infrastructure projects (roads, bridges, flood control, and buildings). This ensures that every project has a detailed roadmap of activities, resources, and timelines required for successful procurement and execution.

• Formulates comprehensive cost estimates for proposed infrastructure projects intended for the succeeding fiscal year’s budget. This involves conducting price validations of construction materials, labor, and equipment rates to ensure that it remains realistic and insulated against inflation.

• Conducts meticulous cross-referencing between the Detailed Engineering Design (DED) and the POW. You ensure that the quantities (item of works), technical specifications, and materials indicated in the blueprints are accurately reflected in the cost estimates to prevent "Change Orders" or "Variation Orders" during construction.
