It turns out to be just OIM (Oracle Identity Manager) mistakenly identifying these seeded schemas as expired consultants in the database and dropping them.
- I was able to successfully implement Oracle Enterprise Manager (OEM) 12c/13c - Customization Manager as the standard package deployment procedure in the bank.
- I was able to successfully configure Oracle Enterprise Manager (OEM) 12c/13c - Smart Cloning to deliver our weekly clone from Production. Instead of a DBA working on the clone every Sunday, the scheduled smart clone in OEM 13c will do the job.
