Duties and Responsibilities
Budget Preparation, Project Budget Allocation
Budget Rehash and Budget Realignment
Create PR on SAP
Ensures that all Work Procurement Packages are being awarded to Subcontractor & Supplier
Monitors that all requests are converted to Purchase Order (PO), and Contract
Monitor and ensure that all endorsed requests (goods/services) have budget allocations
Ensures that all requests (goods/services) are captured and recorded to proper Work Breakdown Structure (WBS) and Charge Codes
Prepares and controls the project construction cost monitoring (Financial Statement) and reporting monthly to management in the form of a summary of the cost for the month, cost to date, anticipated/forecast cost to complete and the total construction cost at Completion, considering all awarded amounts, cost implications of approved and anticipated variations and allowances to cover potential risk items; and its status against the approved Cost Plan budget.
Attend weekly coordination meetings with the client and subcontractors
Reviewing and checking subordinate works
Timely and accurate submission of Interim and Final Payment applications to the Client
Evaluate Client’s Site Instructions (SI) based on contract terms and to assess the cost impact
Notify Clients if there are additional works based on Issued for Construction Drawings (Contract Drawing vs Issued for Construction Drawing)
Prepare Cost Proposal for Variation Order to Client
Reconciled Variation Order with Client
Complete and present the Cost Proposal to Supervisors for approval
Review and evaluate sub-contractors’ variation orders
Review and evaluate sub-contractors’ billings & arranging payment
Ensures the validity of bonds and insurances per contract or work package
Prepare sub-contractors Final Account

Performs detailed bid evaluation, including clarification with the bidders/suppliers, to assess their proposals and respective price, with detailed analysis to confirm; completeness and sufficiency of bid, compliance to commercial conditions, competitive and consistent pricing and commercial qualifications, if any.
Prepares Bidding Committee presentation and issue recommendation on the suitability of acceptance of Bid
Present Bid Evaluation presentation to Supervisors, Procurement Head and Bidding Committee for award or for negotiation to sub-contractors or suppliers
Value Engineering, collaborate with the Project Team to find cost-effective solutions without compromising quality

Solicits quotation from material & equipment suppliers, review their proposals for accuracy of pricing and compliance to the specifications, plans & requirements of the Client
Perform quantity take-off of materials, labor & equipment and prepare Bill of Quantities as the basis in developing cost estimates in compliance with the bid documents. Also, for use in selecting vendors or sub-contractors
