1. Assists management concerning conservation, licensing, patenting, survey and mapping and enforcement of the environment and natural resources in Region 02.

2. Directly supervises the following offices: 1. Conservation and Development Division; 2. Licenses Patents and Deeds Division

3. Enforcement Division; and 4. Surveys and Mapping Division

3. Monitors compliance to technical concerns of 21 field offices

4. Acts as Chairperson of the various committees related to enforcement of environmental and natural resources law.

1. Assists management concerning financial, human resource development, planning and legal matters.

2. Directly supervises the following offices: 1. Administrative Division; 2. Finance Division

3. Legal Division; and 4. Planning and Management Division

3. Monitors compliance to management concerns of 21 field offices

4. Acts as Chairperson of the Human Resources Merit, Selection and Promotion Board

1. Plans, organizes, directs and coordinates the overall office and field activities and operation concerning the conservation, management, development and use of the environment and natural resources of the Province of Cagayan.

2. Supervises more than 300 personnel in enforcing more than 20 environmental laws in the Province of Cagayan

3. Supervises and enforces personnel discipline and approves routine non-policy determining papers and renders technical decisions within the limits of delegated authority.

4. Recommends to management policies relating to the environment and natural resources management.

1. Prepares legal opinions on queries involving laws, rules and regulations on natural resources and environment

2. Reviews draft executive issuances for submission to the Office of the President regarding the use and management of natural resources and matters concerning the environment.

3. Appears as special prosecutor of the state in criminal cases involving violation of environmental laws and as deputized counsel for the Republic of the Philippines in civil cases for the reversion of illegally registered forestlands.

4. Reviews and recommends to management draft decisions in administrative public land claims and conflicts cases and administrative confiscation proceedings for apprehended forest products.
